The bill (Reg. No.5316) prohibits advertising of alcoholic beverages and tobacco goods in all printed mass media, except of "specialized publications" intended for the persons conducting economic activity in the sector of production and turnover of alcoholic beverages and tobacco goods. The bill also establishes a special procedure of state registration of these publications, and fixes special rules of advertising in them.
